Philip Bentley is a partner in the international law firm of McDermott Will & Emery and Head of its Brussels office. His practice focuses principally on EU Anti-trust and EU Anti-dumping but also extends to related matters such as state aid, subsidies, customs, marketing authorisations (notably for GMOs) and judicial review litigation before the EU General Court and Court of Justice. Philip has been practising in Brussels since 1977. Over the last 35 years he has experienced the significant evolution of competition and state aid law, the implementation of the European Commission’s ambitious 1992 programme for the creation of the Single Internal Market, and the visionary enlargement of the scope of EU law brought about by the successive treaties of Maastricht, Amsterdam, Nice and Lisbon. Landmark court cases in which he was involved during this period included William Cook, on the standing of a competitor to make a complaint about illegal state aid, Petrotub on zeroing in anti-dumping investigations, and Eurocoton on the obligation of the Council to state reasons for not acting on a Commission proposal for trade defence action.
